Common User Management Portal (BAP) Services

This service may be used by any person (service recipient) wishing to use the electronic services provided by the customs of the Republic of Lithuania and the European Commission. You may:
- create a service recipient account;
- confirm your identity (you can confirm your identity by connecting via the Electronic Government Gateway or using a digital certificate issued by customs);
- submit a request to register as a service recipient;
- manage your account (update data, contact information, additional identifiers (e.g. VAT number, EORI number)).
Using this service, you may also:
- appoint or revoke a BAP-registered natural person as a representative of the service recipient;
- grant or revoke administrator rights for a service recipient representative;
- grant or revoke rights granted by customs for a service recipient representative to receive electronic services;
- delegate rights to receive customs electronic services to another person registered as a service recipient, by entering into a delegation agreement via BAP, and also extend or terminate this agreement;
- generate and download a digital certificate issued by customs.

Required Documents or Conditions
- Submit a request to register as a recipient of customs electronic services.
- Verify identity and the powers of attorney granted for a legal person using VIISP authentication means.
Where it is not possible to verify a person's identity or the powers of attorney granted for a legal person using VIISP means, submit documents confirming the person's identity and the power of attorney for the legal person.
Result
Authenticated access to customs electronic services (Lithuanian customs or European Commission information system) granted.
