NATO Form 302 or EU Form 302

Published:

NATO Form 302 is a document used for completing customs formalities for goods sent on behalf of, or in the interests of, NATO military forces.

NATO Form 302 is laid down in the corresponding procedural rules for the implementation of the Agreement between the Parties to the North Atlantic Treaty regarding the Status of their Forces, signed in London on 19 June 1951.

EU Form 302 is a document used for completing customs formalities for goods sent on behalf of, or in the interests of, the military forces of an EU Member State.

EU Form 302 is laid down in Annex 52-01 to Commission Delegated Regulation (EU) No 2015/2446.

When NATO Form 302 or EU Form 302 is used

Goods carried or used in the course of military activity, for which NATO Form 302 or EU Form 302 has been completed, are considered to have been declared for:

  • export or re-export
  • release for free circulation
  • temporary admission
  • the Union transit procedure

NATO Form 302 and EU Form 302 may also be used to prove the customs status of Union goods. In this case, Union goods must be marked with the code “T2L” or “T2LF”, i.e. the code “T2L” or “T2LF” is entered in the field of the relevant document intended for the description of the goods.

How customs formalities are applied when using NATO Form 302 or EU Form 302

In each NATO state or EU Member State, a customs office is designated, responsible for the customs clearance and inspection of goods carried by, or on behalf of, units of NATO or EU Member State military forces. This office cooperates with the units of NATO or EU Member State military forces stationed in its territory.

The designated customs office of the state of departure:

  • issues NATO Forms 302 or EU Forms 302 to NATO or EU Member State military units
  • signs, stamps, registers and numbers the forms in advance, before issuing them
  • indicates the exact address to which copies of NATO Forms 302 and EU Forms 302 must be returned

How NATO Form 302 or EU Form 302 is completed

Each consignment must be carried with a NATO Form 302 or EU Form 302 certified in advance by the designated customs office.

When sending goods, the military forces complete a paper NATO Form 302 or EU Form 302 and submit together with it a statement declaring that the goods are being carried under the supervision of NATO forces. The statement is authenticated by signature and stamp and dated.

One copy of the completed and signed form is submitted to the designated customs office without delay.

Where the transit procedure applies, one copy of the completed and signed NATO Form 302 or EU Form 302 is submitted to the designated customs office of the state of departure without delay, and two copies of the form are submitted to the designated customs office of the state of destination.

Important to know

  • NATO Form 302 and EU Form 302 are used only for consignments of military forces

  • NATO Form 302 and EU Form 302 are not used for the import and export of goods for military purposes where the goods are being purchased, sold, or where other transactions for their supply are concluded
