Economic Operators (EORI)

The EORI (Economic Operators Registration and Identification) number is a unique identification number within the customs territory of the Union, assigned by a customs authority to an economic operator or other person upon registration for customs purposes. Without it, you will not be able to complete customs formalities.


EORI number: when it is required

An EORI number is required when:

  • submitting advance information to customs
  • presenting goods for temporary storage
  • carrying out import, export or transit customs formalities
  • submitting applications for customs authorisations
  • carrying out or planning to carry out activities for which customs identification is required

Important. An EORI number is issued once and is valid in all European Union (EU) Member States.


How to check whether an EORI number has been issued and is valid

  1. Via the Common User Management Portal (BAP)

Log in to BAP → https://bap.lrmuitine.lt

Under "Profile", in the "Service recipient data" section, at the bottom you will see your EORI number:

  • for natural persons – LTLTXXXXXXXXXXXXX
  • for legal persons – LT(company code)

How to submit an application for an EORI number

EORI applications (code "REG") are submitted through the Customs Authorisations System (MLS).

Before submitting an application, you must:

Steps for logging in to the MLS client portal:

  • Open → https://mls.lrmuitine.lt
  • Select "Log in"
  • You will be redirected to BAP
  • Choose your identity verification method:
    • customs certificate
    • or the Electronic Government Gateway
  • BAP verifies your identity
  • If you have the required rights ("Submission of applications for customs authorisations via MLS and management of related data"), you will be redirected back to MLS
  • A window will appear with a list of service recipients you may represent.
  • Select the person you are representing
  • You will be successfully logged in to the MLS client portal

Timeframe for issuing an EORI number

Customs will examine the application and issue the EORI number within 48 hours, provided all data is in order.

If data or documents are missing, the applicant will be notified via MLS.


What to do if a person has no electronic login credentials (online banking, mobile signature, etc.)

In such cases, an EORI number can be obtained in one of two ways:

Option 1: The person registers in BAP without digital login credentials

If it is not possible to log in via the Electronic Government Gateway:

  • Visit → https://bap.lrmuitine.lt
  • Select "Registration: For those without an account"
  • Submit a request to register as a service recipient
  • Complete the form for natural persons (service recipient registration request)
  • The application will be processed within up to 15 working days

Once registered as a service recipient and in possession of a BAP account, you will be able to log in to MLS and submit an application for an EORI number.

Option 2: The application for an EORI number is submitted by a customs representative (delegate)

A person may enter into a delegation agreement in BAP and grant rights to a representative.

Delegation steps:

  • Log in to BAP → https://bap.lrmuitine.lt
  • Register a delegation agreement
  • Grant the representative the following activity profiles:
    • MLS_EORI
    • MLS_READ
    • MLS_MANAGE
  • The customs representative must be registered in BAP
  • Once logged in to MLS, the representative will be able to select you as the related person and submit an application for an EORI number

A delegation agreement may be terminated at any time.

Important information for foreign persons

Legal persons not established in Lithuania or natural persons not permanently residing in Lithuania must submit applications for an EORI number or a temporary identification number not through MLS, but by visiting the relevant territorial customs office or customs post where the customs formalities will be carried out.

Branches or representative offices of foreign legal persons that are not established in Lithuania as separate legal entities are not eligible for an EORI number. In such cases, customs procedures are carried out in the name of the parent company.


Additional information

When submitting applications for an EORI number via the MLS client portal:

  • the user's identity is verified exclusively through BAP
  • no additional personal documents (copies) are required
