Entry Summary Declarations (ENS)

The ENS must be lodged by the carrier of the goods (the person who brings the goods into the customs territory of the European Union or who assumes responsibility for the carriage of the goods).
The carrier may authorise a third party (a customs representative (customs broker), freight forwarder, etc.) to lodge the ENS on their behalf; however, responsibility for a correct and timely ENS remains with the carrier.

Acceptance and processing of declarations
Required Documents or Conditions
The service recipient must hold an Economic Operators Registration and Identification number (EORI number) issued in the Republic of Lithuania or in another European Union Member State. The service recipient must be registered as a recipient of customs electronic services (BAP).

Assessment Complete – granting the right to submit a Presentation Notification (PN)

Consequences where violations are identified
If customs identifies violations or if you fail to comply with the established requirements:
- a Do Not Load instruction may be issued for goods being loaded onto sea or air transport
- goods may be refused entry into the customs territory of the European Union
- goods may be detained
- administrative offence proceedings may be initiated
Duration Time
The declaration is processed immediately upon submission of the declaration data.
Assessment Complete is granted within 20 minutes of the acceptance of the ENS.

Conditions When Service Is Provided in Person
In the event of temporary failures of the computerised systems of customs or economic operators, ENS data must be submitted once the systems are restored.
