NCTS is a system for submitting declaration data and exchanging information and data on the acceptance of declarations, the progress of their processing and the completion of customs formalities.
The NCTS processes data from the following declarations:
- Standard transit declarations (with or without safety and security data);
- TIR carnet data (with or without safety and security data)

This section contains information needed to develop software for submitting the data of the above declarations to the NCTS via a system-to-system (S2S) connection, as well as for testing the developed software.

NCTS client interface specification
The NCTS client interface specification is a package of documents defining the interface between the NCTS, which complies with the requirements of the Union Customs Code, and the application software systems used by customs clients. Communication between the NCTS and the client system takes place via the EM-GATEWAY system, using web services described in the specification "EM-GATEWAY for external systems".
The NCTS client interface specification describes action sequence diagrams corresponding to customs business processes, electronic message exchange scenarios, the structures of electronic messages exchanged between the NCTS and the client information system (understood as XML documents), XSD schemas and other technical information.

EM-GATEWAY specification for external systems
The EM-GATEWAY specification for external systems is the specification of the web services of the ESB module EM-Gateway, intended for communication between external systems and customs subsystems. The specification covers authentication and authorisation services for external systems, as well as services for communication between external systems and internal customs systems.

Information for testing
Requirements
Developers of software for submitting transit declaration data may test their application software interfaces with the NCTS.
Those wishing to carry out such testing must submit a request to [email protected] as specified in Annex A of the NCTS testing guidelines for application software developers/owners.
The software must be developed in accordance with the NCTS client interface specification and the EM-GATEWAY specification for external systems, and the NCTS external testing guidelines must be read prior to testing (download).
Testing is divided into two stages:
Stage I – connection session establishment testing;
Stage II – functional testing.
Functional testing will only be scheduled after connection session establishment testing has been completed successfully.
Software developers must register the software they are developing in the EM-GATEWAY network interface as described in the document "NCTS testing guidelines for application software developers/owners".
Register as a recipient of electronic services in the BAP testing environment.
