Customs representation services: Granting of an identification number

Persons wishing to provide customs representation services to other natural or legal persons must hold an identification number issued by customs.

Both natural and legal persons may act as customs representatives.

An identification number is required for both:

  • direct representation (acting in the name of and on behalf of another person)
  • indirect representation (acting in one's own name but on behalf of another person)

How to submit an application for an identification number

The application (code 9PK) is submitted electronically via the Customs Authorisations System client portal (MLS): https://mls.lrmuitine.lt.

To submit an application, you must be registered in the Common User Management Portal (BAP) as a recipient of customs electronic services.


Documents to be submitted

Together with the application for an identification number, the following must be submitted:

  • a manager's order on the appointment of the responsible person
  • the job description of that person
  • documents confirming professional qualifications
  • other related documents

Scanned copies of these documents are to be submitted.

The qualification requirement applies to:

  • the applicant (if a natural person)
  • the person responsible for customs matters on behalf of the applicant (if the applicant is a company)

The applicant's professional qualifications must meet the requirements of Article 27(1)(a) or (b) of Regulation (EU) 2015/2447.


What constitutes professional qualifications

Professional qualifications are a requirement to ensure that the customs representative has sufficient knowledge and experience to apply customs legislation.

A person is considered to have the required professional qualifications if they have completed customs training and passed a qualification examination.

In Lithuania, the qualification examination is taken at the Customs Training Centre. The examination may also be taken without prior training. Training may be organised by other institutions whose programmes have been coordinated with the Customs Department.


Validity of the identification number

The identification number remains valid until it is revoked in accordance with the procedure established by law (e.g. in the event of changed circumstances or failure to meet the requirements).


When an identification number is not required

An identification number is not required when a person deals with customs solely on their own behalf (e.g. declaring their own goods).
