The following documents are required when travelling with a pet:
- a pet passport, or
- a veterinary certificate

How to declare animals being brought into Lithuania from third countries
If you are bringing a pet (dog, cat, ferret, bird, etc.) into Lithuania through Lithuanian border customs posts, submit the following to customs:
- a pet passport issued by an EU Member State or a third-country veterinary certificate
- a document confirming that you are the owner of the animal
The declaration procedure then depends on the situation.
- When a "Traveller's Declaration" must be completed
Complete a "Traveller's Declaration" when:
- you are bringing in a pet that clearly belongs to you, or
- you are bringing in a pet for commercial purposes (e.g. intended for sale at a show or event, or a pet purchased by an EU person being brought in)
How to submit: The declaration is completed by the carrier of the pet at the border customs post and submitted to customs. The declaration may also be submitted by completing it in the iMDAS Portal.
2. Temporary admission or transit: what document is required
If you are temporarily bringing a pet into Lithuania (e.g. for a show, event, veterinary treatment, inspection, etc.) or transporting it in transit through Lithuanian territory (e.g. to/from the Kaliningrad Oblast of the Russian Federation) by road, submit to customs:

How to complete and submit
- the document is completed in 2 copies:
- "Original" – for customs
- "Copy" – for the person
- the document is submitted on paper at the time of entry
When exporting the pet: submit the "Copy" to any EU customs office through which the pet is being taken out.
Important: if the temporary admission procedure is not discharged, Lithuanian customs may take measures to recover import duties in accordance with the procedure established by the Union Customs Code.
3. When a standard customs declaration must be completed
If the value of the pet (or pets) being brought in exceeds EUR 1 000, a standard customs declaration must be completed.
